Abstract

Ukraine's strategic interests require increasing the competitiveness of the domestic economy and understanding the fact that, at the current stage, the quality of human resources of the country, along with innovation and investment activities, are key factors for the transformation of the domestic economy into the post-industrial stage. The quality of human capital, above all, depends on the system of higher education, which determines the activities of higher education institutions. The activities of universities, in large part, depend on their strategic planning, so it is precisely his analysis that needs to be given special attention.

The strategy of a higher educational institution is a comprehensive, long-term plan of system actions and their actual realization on the basis of a comprehensive study of all laws, external and internal circumstances, set goals and objectives that ensure the effectiveness of the institution of higher vocational education. It includes, on the one hand, the study of the laws, conceptual foundations of higher education in the context of the development of society, analysis of external and internal conditions, forecasting trends and possible options, defining tasks, developing technologies, methods, organizational forms that can ensure the progress towards the goals set. . On the other hand, the strategy of the university involves multidimensional, long-term, thought-out, active, persistent and corrected, as necessary, the actions of management and all personnel, providing a step-by-step effective solution of tasks, achievement of goals, mission of a higher educational institution. Proceeding from the presented in the article the theoretical and methodical approach to strategic planning in higher educational institutions is presented. It was found that the application of various tools in the development of strategy, analysis of the internal and external environment in various forms, the identification of factors that hinder the development of universities and factors contributing to it, will enable the University to develop a unique strategy that allows the vision to be effectively realized. Promotion of universities and achievement of strategic goals will promote the development of the university and increase its competitiveness.
